Pine Springs Ranch HOA annual meeting minutes
June 24, 2010

HOA president Allen Rosenbaum called the annual meeting to order shortly after 1 p.m. Enough residents and proxies had been submitted for a quorum.
Allen said two residents had called that morning and asked Allen to vote their proxies, and that one of them was in the mail. It was the consensus of the group that this was all right.
Allen thanked everyone who had allowed their proxies and packets to be sent via e-mail, saving him and the board the time and expense of mailing it.

Beryl Rosenbaum read the minutes of the 2009 meeting. They were approved with no corrections.

Then the minutes of this spring's special meeting were read. A few corrections were made, then they were approved.

Officers' reports:
Allen said most of the work has been completed on the snowplow, but more on that issue would be discussed later.

Nan Bodensteiner-Muir read parts of her letter that she had written to the U.S. Forest Service regarding Beaver Meadows road.
She said the USFS proposal to ban ATV traffic on the first 2.5 miles of the road would actually make the road worse because more people would drive trucks and trailers hauling their ATVs. She also noted that the proposal to give the road to the county doesn't take into consideration that the county doesn't want to own the road. She said the  appeal period to the USFS decision ended June 15, and they have 45 days to respond to her letter and others.

Larry Corman said the Forest Service road is in the worse shape it's ever been this early in the year, and asked if the HOA could maintain the road.
Norm Senti said the HOA could do it, but we would have to maintain it to federal specifications that the forest service doesn't have to meet, and they likely would be very expensive.

  (Note: I got a press release this week from the USFS warning drivers to watch out for washboard roads, and it stated they couldn't maintain the 600 miles of roads they have in the area. Yippee.)

Larry Corman reported the HOA has total expenses in 2009-2010 of $14,053.48, with a budget of $12,820, for a difference of $1,233.48.

A discussion of the subdivision roads followed. One member suggested grading and putting mag chloride on the entryway from the Forest Service road to the gate of the subdivision. 
Norm said the HOA has spent $19,800 on mag chlor and gravel for the road during the past 2 1/2 years. 
He suggested purchasing or renting a water truck so the grading could work better, "and to keep our road in a lot better shape."

Tom Quam said using a roller on the road after grading would make a big improvement.

Jim Shadid said even after all of the recent work, the potholes are back and seem to be getting worse. He asked if the HOA
should continue putting money into roadwork.

Allen said the HOA has always been short of funds and has tried to get by with the minimal amount of work that it could afford.
Severn Peak, which needs some work, is only 2/10ths of a mile long, so that is the good news, he said, but he thinks the HOA might want to look at a more long-term plan for roads.

Nan asked if we should have a subcommittee that would look at a long-term plan for the roads.

Nancy noted that Deer Valley does their road every spring, and it's a big job.

Larry asked with the $5,000 in our budget for road work, would it be better to rip up the road ourselves, using a water truck, then roll it with our own crew.

It was decided that the snowplow committee will now become the equipment and road committee and will make recommendations to  the board within the next 30 days on how to best use this year's budgeted $5,000, and how to start looking at long-term fixes for our roads.
The committee is made up of Tom Allen, Randy Korb, Dave Belmear and Nick Paulek.

Bob Kerr said that our dues are presently "really cheap" at $300 per year and not realistic considering the problems with our roads.
Kate Drew said there are some times during the year when she cannot access her lot off Coal Mine Road, and she has had to be 
towed out a couple of times this year.

Regarding the new plow, Tom Allen said the equipment and road committee had looked at another used vehicle to use as a third plow.
Norm said it lacked a front plow and wouldn't do us much good in the winter.

Regarding the storage building, Allen reported Dean and Stephanie Lee have signed the lease for the HOA, but it seems to be stuck at the attorney's for a review. The contract needs to be signed by both the Lees and the HOA before a building can proceed. Under HOA covenants, the building exterior needs to be completed within a year. After some HOA members expressed concerns about getting the contract signed before the Lee's sell their property, Allen said the new board 
would need to get the contract signed to get the process going.

In other business, some members expressed concerns about the HOA's insurance and both its liability and any personal liability for the HOA plow. Kate Drew volunteered to check on that issue.

It was reported that three of the four brakes are working on the plow.

Tom Quam and other residents of Severn Peak asked if the transmission that was sitting with the fuel tanks before they were moved could be moved from the middle of the cul-de-sac.

For assessments, Nan moved to increase the dues to $400  this year, with the extra $100 to be divided between $50 for the road budget and $50 for the capital fund, which would include the building and a possible third plow. Tom seconded that. That still leaves our dues considerably less expensive than those in Forest Lakes and Deer Valley.

Kate asked if $50 per lot would work, but members decided to vote on the first motion. There were 22 yes votes and 12 no votes.

For board members, terms were up for Allen and David Belmear. Ben Hufnagel and Kate Drew volunteered to serve, with Nan as the alternate.

The architectural committee needed volunteers, and now consists of Dean Lee, Tommy Pique, Bob Kerr and Norm Senti. Members of this board need to be able to meet and decide matters quickly because they have to respond to member requests in 21 days or less.

Allen suggested the new board meet shortly and elect a new president and vice-president.

The meeting adjourned at 3:40 p.m.
